Firmly reminds the Commission and the Member States that ODA has to remain the backbone of the European development cooperation policy aiming at eradicating poverty; therefore, underlines that if innovative sources of development financing are to be widely promoted, they must be additional, used in a pro-poor approach and cannot be used to replace ODA in any circumstances;
