Notes that a reduction to 10% would have an effect in reducing youth unemployment, in breaking the cycle of deprivation, social exclusion and poverty and in improving the employment rate, since currently 52% of school leavers are unemployed; considers that reducing the early school leaving rate by only 1% could boost the number of qualified potential employees by 500 000; underlines, therefore, the high individual, social and economic costs that early school leaving creates;
