Notes that there are considerable employment and social disparities both between and within regions; believes that programmes have to be tailored to regional and sub-regional needs and considers that the ESF has to continue supporting the development of local approaches in the field of employment andbe seen as the main tool for addressing, at local level, the needs in the field of creating more and better job opportunities, as well as employment for vulnerable groups (women, youth, people with disabilities, minorities etc.), thus promoting social inclusion;
