Takes the view that State aid represents a legitimate compensation with respect to the handicap of insularity and that such condition should be considered as the sole criterion for the purposes of the territorial coverage of the Regional State Aid 2014 - 2020 in order to enable insular territories overcome their structural handicaps and to ensure the conditions for economic, social and territorial growth;

Considers that an increase in the threshold for de minimis aid, with special reference to the agriculture, transport and fishery sectors can contribute to making island territories equally competitive with the mainland territories so as to reduce the gap between different levels of development among European regions and ensure their effective integration in the single market;
