Calls for the conclusion of an internationally binding agreement on climate protection and strongly supports the objective of a 320% reduction in CO2 emissions in the EU by 2020, irrespective of international negotiations, and the long-term EU objective of reduc; believes that any further reduction ing emissions of CO2 and other greenhouse gases by at least 85% by 2050in the EU by 2020 should be conditional on similar reduction targets being adopted by other industrialised and emerging countries;

Stresses that the rise in CO2 emissions related to transport and international trade is undermining the EU's climate change strategy; points out that a number of studies have shown that the production and supply of goods within Europe result in a lower CO2 emissions rate than do third-country imports; considers this a valid argument in favour of moving away from an export-based development strategy and towards endogenous development based on diversified and local production and consumption in the developing countries; stresses that such a strategy would have a positive impact on employment in both the EU and the developing countries;
