1. Emphasises that the 2017 budget has to be key in enhancing the Union’s contribution to growth, the creation of jobs and combatting povertrecognise the failure of Europe 2020 and all the other strategies financed by the EU in recent years in order to overcome the crisis, combat poverty, and resolve the problem of employment; calls on the Commission to carry out a thorough spending review with a view to making the 2017 European budget less costly to Member States, leaving them with more resources that they can administer directly to tackle these problems more effectively;
