Calls on the Commission, therefore, to propose legally binding national targets for energy efficiency nowMember States to fully respect the indicative, voluntary national energy efficiency targets as part of the National Reform Programmes, in the light of the headline targets under the Europe 2020 Strategy, taking into account the individualof their starting points of the Member State, national circumstances and potentials, their economic performance and early action undertaken in the field;.
