Welcomes the inclusion of a European Animal Welfare Framework Law in the Strategy, as suggested by the Parliament, and calls on the Commission to present its proposal in conjunction with the revision of Directive 98/58/EC foreseen for 2013; Believes that such a Framework Law should be clearly written, with previous consultation of all the stakeholders, should focus on both inputs and outcomes and result in better animal welfare;
