Observes that around 82% of persons with disabilities in developing countries live below the poverty line; therefore considers it essential that the Agenda for Change should implement Article 32 of the UN Convention on the Rights of Persons with Disabilities (UNCRPD), already signed by the EU, which recognizes the need to make international cooperation accessible and inclusive of persons with disabilities;
