Emphasises that the EU industrial strategy is a key component of the European Green Deal and shall be structured in a way to promote, maximise and give full effectiveness to the objectives and the climate neutrality goal provided therein; considers, in this regard, that such strategy shall be based on a long- term regulatory framework, including an overall emissions trajectory towards net- zero as defined in the EU Climate Law, with clear interim targets and indicators and a concrete road map on the phasing out of fossil-based processes and to become climate neutral, while contributing to the fulfilment of the Union’s commitments under the Paris Agreement and the UN Agenda on Sustainable Development; stresses the need for the EU to reduce its ecological footprint and to respect planetary boundaries in order to guarantee a safe operating space for humanity;

Notes that the COVID-19 crisis has had a profound impact on global production and has prompted the European Union to consider its future industrial strategyighlighted once more the profound social inequalities existing among citizens at European and global level; emphasises the need to move toward a social, green, gender-equal and inclusive just transition focusing on the creation of quality jobs and aimed at combating poverty and social exclusion, high-rate unemployment, work precariousness and ineffective social protection, by making the horizontal social clause enshrined in article 9 TFEU fully operational; in this regard, calls on the Commission to closely interconnect the EU industrial strategy to the upcoming Action Plan to Implement the European Pillar of Social Rights;

Welcomes the fact that the Competitiveness Council on 15 May 2020 referred to 14 industrial ecosystems whose strategic independence should be ensuredCommission’s approach on industrial ecosystems in order to drive the green and digital twin transition, as they are increasingly integrated and connected and are stretched over different Member States and beyond; insists that the engagement of such ecosystems shall be inclusive and transparent encompassing all actors operating along the entire value chain from the smallest start-ups to the largest companies, from academia to research, service providers to suppliers, but also trade unions, civil society, consumer organisations; considers that the digital and industrial transitions should be at the service of environmental protection;

Stresses the need for a trade policy capable of diversifying the EU’s sources of supply, and for European companies to be encouraged to be flexible and capable, when needed, of urgently reorienting their production towards vital products; calls for the establishment of measures and instruments aimed at ensuring that the EU industry respects the planetary boundaries on the EU territory and through the trade policy; emphasises that the industrial strategy shall guarantee access for all to basic needs while reducing all activities which endanger the safety of the planet and human health;

Considers that imported products should always comply with EU technicthe EU trade policy shall always build upon and promote the highest EU and international, environmental, labour, human rights and health standards and with EU intellectual property lawinclude the Paris Agreement and the Agenda 2030 for Sustainable Development as reference points for any agreement with third countries; ask the Commission to ensure that no non-EU company could impair EU laws and standards by, for instance, avoiding the inclusion of investor-state dispute settlement mechanism (ISDS) in such agreements; encourages also the Commission to carry out specific human rights and gender impact assessments prior to the conclusions of any trade negotiation; welcomes the Commission’s proposal for a carbon adjustment mechanism and suggests to develop a biosphere-based adjustment mechanism to preserve finite resources and biodiversity;

Stresses that the environmental priority set out in the Commission’s ‘European Green Deal’ should incentivise the EU to promote its own development of ‘green’ technologies and tolead the EU to move toward an industrial green transition aimed at promoting and developing a climate-neutral, environmentally sustainable, zero- pollution, fully circular, renewables- based, highly resource- and energy- efficient economy; stresses the importance of increasing funding in Research & Innovation, which should be channelled, in particular, in developing and scaling up responsible innovative and eco- friendly technologies, products, businesses and non-technological solutions, while phasing out public investments in fossil fuels-related activities and introduceing a carbon tax at its external borders;
