Recalls the Parliament's budgetary resolutions, including its most recent resolution of 26 October 2011 (P7_TA(2011)0461), calling for early information, dialogue and a transparent decision-making process in the field of building policy and for a reform of procedure including the Plenary approval; insists that no further building projects be undertaken during the current legislature;
