Underlines that progress in the building of the European Gigabit Society can only be made with appropriate high levels of investment in network infrastructure in all the Member States; doubts whether financing models based only or primarily on investment funds will help fill existing gaps in the level of development of network infrastructure, and even out differences in the availability of high-capacity internet connections in border and outlying areas, as well as in non-urban areas; underlines the urgency of finding new sources of private investment if Europe wants to achieve its 2025 targets of fast and reliable 5G coverage;
