In Article 18, point (a) is replaced by the following: ‘without prejudice to the provisions of points (b) and (d), there are at all times be on board all ships flying the flag of a Member State means in place for effective oral communication relating to safety between all members of the ship’s crew, particularly with regard to the correct and timely reception and understand of messages and instructions. In emergency or evacuation situations or in case of danger, all members of the crew shall be issued with buoyancy aids fitted with beacons enabling them to be located by shore-based and/or coastguard services;’
