(2a) Article 2(4) shall read as follows: 4. Without prejudice to Article 7, Member States may, in exceptional cases, exempt a specific project in whole or in part from the provisions laid down in this Directive. To that end, Member States must establish exemption thresholds for projects which have no significant effects on the environment, in order to reduce logjams at initiating departments and provide certainty to those carrying out these projects, by enabling them to be implemented within reasonable and managed timeframes.

For projects listed in Annex II, submitted for case-by-case examination under Article 4(2), the developer shall provide information on the characteristics of the project, its potential impact on the environment and the measures envisaged in order to avoid and reduce significant effects. The detailed list of information to be provided is specified in Annex II.A."
