(5) It is necessary to establish the minimum number of Member States from which citizens must come. In order to ensure that a citizens' initiative is representative of a Union interest, this number should be set at one third oftwo Member States.

The signatories of a citizens' initiative shall come from at least one third oftwo Member States. 2. In one third ofeach Member States, signatories shall comprise at least the minimum number of citizens set out in Annex I. 3. Signatories shall be considered as coming from the Member State which issued the identification document indicated in theiere they have their permanent residence. Signatories having their permanent residence in a third country shall be considered as coming from the Member sStatement of support of which they are nationals.
