The rapporteur, Mr Augias (PSE, I), was critical of the Council’s predisposition for renationalising cultural policy. He also regretted that Parliament had failed to make the ‘European City of Culture’ action a stand-alone programme. However, as far as the programme’s duration and budget were concerned he welcomed the compromise that had been reached and the specific clause on renewal that had been obtained by Parliament. Finally, he recalled that Parliament had succeeded in introducing a new paragraph concerning programme initiatives linked to Europe Day on 9 May. Commissioner Monti stated that the adoption of the Kaleidoscope programme would help complete the other two procedures relating to the ‘Raphael’ programme on cultural heritage and the ‘Ariane’ programme on books and reading, which were based on Article 128 of the Maastricht Treaty. He further announced that the programme in question would shortly be launched by way of an invitation to tender published in the Official Journal, and that its management would be simple and efficient, which was just what citizens wanted.
The Council established that it was not in a position to accept all the European Parliament’s amendments to its common position on the Decision establishing a programme to support artistic and cultural activities having a European dimension (Kaleidoscope). It therefore proposed to the European Parliament that the Conciliation Committee be convened in accordance with Article 189b of the Treaty.
The Council noted that on 15 November 1995 the European Parliament had adopted substantial amendments to its common position of 10 July 1995 on the programme to support artistic and cultural activities having a European dimension (Kaleidoscope). Commissioner OREJA gave the Commission’s views on these amendments. The Council instructed Coreper to examine the amendments with a view to convening a Conciliation Committee if necessary. The amendments adopted by Parliament at second reading concern inter alia : - adoption of the duration and financing of the programme originally proposed by the Commission (i.e. 5 years and ECU 68 million instead of the 3 years and ECU 26.5 million decided on by the Council); - the type of committee to assist the Commission in implementing the programme (which Parliament would like to be an ‘advisory committee’ while the Council had opted for a ‘management committee’ in some cases and an ‘advisory committee’ in others).
The rapporteur stated that the changes the Council had made in its common position to the Commission proposal, following Parliament’s vote at first reading, were unacceptable, in particular: the reduction in the duration of the programme from five years to three years; the reduction in the budget from ECU 68 million to ECU 26.5 million; the replacement of the single committee with a double committee (advisory and management); and the elimination of specific measures for access and continuing training. The rapporteur added that it was likely that adoption of this programme would involve conciliation. As regards the choice of the European city of culture, which the parliamentary committee had wanted to remove from the Kaleidoscope programme for budgetary reasons, Mr AUGIAS supported the decision to appoint 15 cities for the year 2000 but regretted that this decision would be adopted by the Council as part of the intergovernmental procedure even though Parliament was already involved in allocating budgetary appropriations to this programme under the codecision procedure provided for in Article 128. As far as Kaleidoscope was concerned, the rapporteur hoped that Parliament would adopt it as it stood at first reading. Commissioner GRADIN welcomed the fact that through the AUGIAS report Parliament was seeking to implement an ambitious cultural policy for the European Union. She, too, did not share the reservations expressed by the Council on the duration of the programme in particular, but she felt that conciliation between Parliament and the Council was possible.
The Committee made numerous comments highlighting the shortcomings of the Commission proposal with regard to the possibility of funding transnational touring by artists, whether as individuals, or as participants in an artistic production. The emphasis on innovation or the emblematic nature of projects could unhelpfully inhibit support for good projects that might not necessarily be innovative or emblematic. Innovation could be one criterion for approval of a project but should not be the only one, nor should it override other equally important criteria. There could be more value in funding the continuation or embedding of a project, than in funding an innovative or emblematic project that already received considerable local or national support. The ESC also regretted that the programme did not provide any definition of ‘culture’. Congruent with that omission was the failure to recognise the key role regions and towns played in supporting Europe ’s cultural diversity. Finally, the programme should also avoid making assumptions about the homogeneous nature of national culture, thus ignoring the rich diversity of regional cultures within the Member States.
Mr Augias called for the programme to be extended to include certain types of large-scale cultural activities and to be applied to the EEA countries and the Council of Europe. The Commission should present a detailed, final report two years after the entry into force of the programme. It should also ensure access to culture for disadvantaged regions and people through financial decisions in the annual budgetary framework. Commissioner Oreja stated that thanks, in part, to Parliament’s contribution it would be possible to implement the Kaleidoscope 2000 programme the following year. The Commission could take over most of Parliament’s amendments. Although Amendments Nos 24, 25 and 27 could be taken over, they would have to be supplemented as the provisional assessment provided for would only be possible in the six months following the second year of the programme’s operation. However, a number of amendments had to be rejected: Amendment No 6 as the programme was incompatible with any form of coercion; Amendments Nos 17, 37, 43, 44 and 45 as they went beyond the objectives of the programme; Amendments Nos 21, 23 and 38 as they did not comply with the Council’s decision nor the interinstitutional ‘modus vivendi’ on committee procedure.
