Details

Welcoming the compromise reached on the programme’s financing, the rapporteur stated that the margin of manoeuvre left in the hands of the budgetary authority would allow a certain amount of flexibility in the management of these funds, particularly with regard to allowing the annual budget to be progressive. He also hoped that the initial statements about the importance of culture would finally be accompanied by a real financial effort in this area. He then said that it was at Parliament’s request that the Commission had made a statement in which it promised to present, as soon as possible, a framework programme which would encompass ‘Kaleidoscope’ (support for artistic and cultural activities), ‘Ariane’ (books, reading and translation) and ‘Raphael’. This framework programme could be operational by the end of 1998 when the ‘Kaleidoscope’ and ‘Ariane’ programmes would come to an end. Commissioner Bangemann noted that the Commission would also have preferred better funding. However, he felt that, once the programme had proved its worth, more funding could subsequently be made available. The Commissioner finally announced that the Commission was preparing a communication on the effects of culture on the creation of jobs.

Stressing that the budget provision for this programme should be increased, the rapporteur, Mr Sanz Fernandez (PSE, E), wanted to see the limit set for this allocation raised to ECU 86 million instead of the ECU 30 million being proposed by the Council. He raised a number of points, stating that culture was not a luxury and that it was important to be able to pass on Europe’s cultural heritage to future generations. He also underlined that cultural activities had a role to play in the area of job creation. Commissioner Oreja stated that the Commission was opposed to the common position because the budget was clearly insufficient. Here the Commission was maintaining its initial position by limiting the budget to ECU 67 million for five years. Moreover, it was prepared to take over Amendments Nos 1, 2, 3, 4, 6, 7 and 8, as tabled by Parliament.

Following detailed discussion, particularly on the question of financing, the Council noted that it was unable to achieve the unanimity required for a common position. It therefore instructed Coreper to continue examining the point still outstanding so that the common position could be adopted at a forthcoming Council meeting.

The rapporteur highlighted above all the economic and social repercussions of a policy for the preservation of cultural heritage, particularly as regards job creation. He regretted, however, that the budget allocated to the Raphaël programme was not sufficient to implement a global, coherent cultural policy. He mentioned some of the amendments that sought in particular to ensure that the most disadvantaged groups had access to the programmes and to develop vocational training in the field of management and information with regard to cultural heritage. Commissioner OREJA pointed out that the Commission’s cultural policy, based on Article 128, had developed around five aspects. In terms of safeguarding and promoting cultural heritage, the Union’s commitment should be evident in its actions.

The Committee of the Regions regarded the Raphaël programme as a welcome medium for local and regional development. It called for projects supported by the programme to show as a priority the importance of mutual interaction in the rise of local, regional and national culture in historical as well as future terms. Projects should also show the importance of the natural and built environment to people’s well-being in Europe . They should also show that preservation of our cultural heritage was not just a financial burden; enlivening and utilising that heritage created, inter alia , new employment opportunities. The Committee of the Regions was, however, worried about the fact that environmental issues had been given very little attention in the programme and it proposed that some heritage sites, which required a great deal of protection, be excluded from tourist programmes. It also called for particular attention to be paid to keeping as much of the cultural heritage alive as possible as an everyday living environment for Europe ’s citizens. Special efforts should also be made to make this heritage accessible to young people, people with physical, intellectual or sensory disabilities or impairments and other groups with special needs. The concept of access to cultural heritage should be given a wider interpretation and emphasis should be placed on making use of new communication technologies in order to inform the general public and raise their awareness. The Committee of the Regions considered that the allocations proposed in the financial statement were very small. In particular, the Action I measures and the synergies between these measures and the measures to raise awareness set out in Action III would require substantial funds.

The ESC approved the general tenor of the Community action programme in the field of cultural heritage, Raphaël. The ESC particularly endorsed the Commission’s concern to ensure that the proposed programme was both consistent with and complementary to other EU actions of relevance to cultural heritage, in particular those referred to in the Council’s conclusions of 17 June 1994 on drawing up a Community action plan in the field of cultural heritage (OJ C 235, 23/8/1994, p.1).

The concept of access to cultural heritage should be given a wider interpretation and emphasis should be placed on making use of new communication technologies in order to inform the general public and raise their awareness. The Committee of the Regions considered that the allocations proposed in the financial statement were very small. He regretted, however, that the budget allocated to the Raphaël programme was not sufficient to implement a global, coherent cultural policy. He mentioned some of the amendments that sought in particular to ensure that the most disadvantaged groups had access to the programmes and to develop vocational training in the field of management and information with regard to cultural heritage. Commissioner OREJA pointed out that the Commission’s cultural policy, based on Article 128, had developed around five aspects. In terms of safeguarding and promoting cultural heritage, the Union’s commitment should be evident in its actions.

He also hoped that the initial statements about the importance of culture would finally be accompanied by a real financial effort in this area. He then said that it was at Parliament’s request that the Commission had made a statement in which it promised to present, as soon as possible, a framework programme which would encompass ‘Kaleidoscope’ (support for artistic and cultural activities), ‘Ariane’ (books, reading and translation) and ‘Raphael’. This framework programme could be operational by the end of 1998 when the ‘Kaleidoscope’ and ‘Ariane’ programmes would come to an end. Commissioner Bangemann noted that the Commission would also have preferred better funding. However, he felt that, once the programme had proved its worth, more funding could subsequently be made available. The Commissioner finally announced that the Commission was preparing a communication on the effects of culture on the creation of jobs.
