The Council formally adopted the Decision by unanimous agreement.
Following information provided by Commissioner Papoutsis on this programme, the Council instructed the Permanent Representatives Committee to proceed with the examination of this proposal in order to ensure a rapid decision.
Regretting that the Council’s actions had not lived up to its verbal commitments, the rapporteur, Mrs Bloch Von Blottnitz (Greens, A), criticised the reduction in the budget (from ECU 150 million to ECU 45 million) for the SAVE II programme, which was now threatened by cuts while the tobacco sector was being allocated an annual budget of ECU 1 032 million. She went on to say that a reduction in the budget could be accepted if, by way of compensation, more substantial legislative measures had been adopted. Furthermore, the rapporteur was of the opinion that the Council had given in to the pressure groups, even when it came to Thermie II. She therefore announced that the amendments from first reading had been tabled a second time and went on to point out, for example, that 30 to 40% of the savings could be achieved by means of improved efficiency in the heating of buildings. Finally, she declared that by giving up the fight to control vehicle fuel consumption they would be committing a crime against future generations. Commissioner Papoutsis called for the development of an integrated strategy that was designed to promote sustainable energy sources and to reduce energy dependence. In considering that the current programme was inadequately funded, he pointed out that this programme complemented the actions of the Member States. He concluded by saying that he could take over Amendments Nos 4, 6, 7 and 11 in full and Nos 1, 5, 8, 9 and 12 to 15 in part.
The rapporteur, Mrs Bloch Von Blottnitz (Greens, D), thought that the results obtained with SAVE I had been modest, both as regards the legislation designed to produce energy savings and the reduction in CO 2 emissions. She was very critical of the fact that the Commission had not applied the lessons learned from SAVE I to SAVE II; furthermore, the proposals presented by the Commission were too general and too vague, since they did not make sufficiently detailed provision for actions to coordinate and optimise the use of energy in the Member States. In order to compensate for these deficiencies, the rapporteur set out the main actions that were the object of the amendments to the SAVE II programme; on a financial level she referred to the indicative breakdown of appropriations between the different actions. Condemning the withdrawal of certain action programmes, including some designed to help reduce CO 2 emissions, she pointed out that the Community initiatives in this area, along with those aimed at promoting energy efficiency, should not be blocked on the pretext of applying the principle of subsidiarity, and in order to deal with what was clearly an inadequate action on the part of the Member States. Mrs Von Blottnitz was also unhappy that the resolutions drawn up by the Council on the objectives to be pursued had merely been left as statements. Finally, she stressed that SAVE II would not only have a beneficial impact on the quality of life and the environment but would also help create new jobs. Commissioner PAPOUTSIS said that some of Parliament’s opinions on the execution of the first programme had been incorporated into SAVE II. While rejecting the view that SAVE I had been a failure, the Commissioner thought that the budget for SAVE II was very reasonable when measured against the benefits that could be derived from it, citing as an example the fact that third countries would be involved in the projects that would result from the implementation of the programme. As far as the amendments were concerned, the Commission was able to take over Amendments Nos 2, 3 and 6 to 8, while the contents of Amendments Nos 1, 11 to 15, 19, 22, 28 and 32 to 34 were also acceptable. With regard to Amendments Nos 12 and 33, which concerned opening the programme to the Mediterranean countries, the Commissioner agreed that Cyprus and Malta should be involved. Amendment No 29 could only be accepted in part, while Amendments Nos 4 and 5, 9 and 10, 16 to 18, 20 and 21, 23 to 27, 30 and 35 could not be taken over.
The Committee of the Regions supported the general objectives of the Commission in seeking to achieve better coordination between SAVE II and the other intervention instruments adopted by the Community and by the Member States in the field of energy, and especially as regards the guidelines laid down in the Green Paper. While it seemed justified to open the programme up to the countries of central and eastern Europe, the CoR regretted that the same had not been proposed for the Mediterranean countries (two of which, namely Malta and Cyprus , were applicants for accession to the European Union). This gap needed to be filled in a manner that was consistent with the new guidelines for Euro-Mediterranean policy that had been introduced at the Barcelona conference, namely by way of a proportional increase in the level of funding. The CoR expressed serious reservations about the composition and role of the consultation committee, which was made up of representatives from the Member States. Steps should therefore be taken at some point to change the composition of the consultation committee with a view to introducing experts appointed by the Commission together with representatives from the CoR. There was also a need to verify the appropriateness and the distribution of the funds over a period of five years in the light of the programme’s extended field of action, the integration of the PACE and PERU programmes and the enlargement of the EU to fifteen Member States. Furthermore, the CoR took the view that the inclusion of a commitment on energy efficiency into EU programmes and policies should be guaranteed by the adoption of a suitable procedure. The CoR went on to stress that within the context of economic and energy efficiency policy, priority should be given not only to objectives of a strictly economic nature, in respect of security of supply, but also to the more important social objectives, namely protecting the environment, reducing unemployment and economic and social cohesion. Finally, the CoR considered that actions aimed at encouraging greater commitment from the regions and local authorities were needed when applying Community regulations and when drawing up instruments designed to promote better energy management at local and regional authority level.
The Council took note of the presentation by the Commission of a communication concerning the promotion of energy efficiency in the European Union (SAVE II Programme), accompanied by a proposal for a decision adopting that programme, which ties in with the Community’s overall approach to the reduction of CO 2 emissions. A ECU 150 million commitment is envisaged for the duration of the programme. Following an exchange of views, the Permanent Representatives Committee was asked to study the proposal.
