Details

The Council adopted, by a qualified majority, a Directive amending Directive 90/675/EEC laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries. The new Directive is designed to extend, for a limited period until 31 December 1996, the powers that the Council has devolved on the Commission to adopt (by the Standing Veterinary Committee procedure) transitional measures regarding the checks concerned. Italy opposed extension, giving the following explanation for its vote: ‘The Italian delegation is voting against this Directive because the freezing of the inspection frequencies operated by the Member States as at 31 December 1992, by virtue of the extension of the transitional measures for checks on products of animal origin imported from third countries, in practice creates a serious situation of distortion of competition. Italy reserves the right to take such initiatives as prove necessary regarding checks on products imported from third countries transiting through other Member States which do not apply checks sufficient to guarantee the health security of such products’.
