The rapporteur, Mr Brinkhorst (ELDR, NL), began by stating that the draft budget for 1997 was based on a policy of austerity; this was why a choice had to be made between the different priorities and it was from this perspective that Parliament had agreed to make sacrifices. This was the first time since 1979 that the approved budget had been lower than the preliminary draft budget presented by the Commission. However, the rapporteur said that even if Parliament were to propose real spending cuts, the savings generated by the Council would be nothing more than window-dressing. He then referred to further contradictions, such as the discrepancy between the stated priorities (the peace process in Northern Ireland, trans-European networks, research and development) and their actual fulfilment. Here, too, Parliament had seen to it that the priorities could be financed. Similarly, as regards the fisheries agreements, Mr Brinkhorst thought it deplorable that Parliament had had to move heaven and earth to achieve some real progress. Finally, he said that Parliament would vote for setting up a reserve of ECU 100 million for financing actions in Turkey, as part of the MEDA Programme, and would also vote for the allocation of additional resources for research and development. He concluded that a new dialogue would be necessary in order to redefine the agricultural priorities and to make real headway on information policy. While admitting his disappointment over the budget procedure, Commissioner Liikanen described the proposed budget as ‘reasonable, sound and on the whole satisfactory’. He pointed out that with an eye on 1997, which would be a decisive year for EMU, the Community budget had to rally in support of the efforts being made by Member States to meet the Maastricht criteria. The Commissioner also thought that greater flexibility was needed between the categories, provided that this did not result in a rise in expenditure, and he welcomed the fact that the 1997 budget, insofar as expenditure was to be based on priorities and on areas where the Community could bring added value, would be much more visible to Community citizens. He concluded by saying that it was with this very much in mind that the Commission would be launching pilot projects on refugees and asylum seekers.
Stating that Parliament was willing to engage in a constructive dialogue with the Council, the rapporteur, Mr Brinkhorst (ELDR, NL), listed a number of problems that had to be resolved, including: the absence of a legal basis for 47 articles relating to the budget, the lack of any democratic control on certain items of expenditure and the revision of the financial perspectives. The rapporteur stressed that a significant reserve was required for the research and development programmes, trans-European networks and the peace process in Northern Ireland. As regards category I, he called for a reserve to be set up in view of the very high Commission estimates. As far as category II was concerned, he thought that the net cuts made by the Council were not really justified. For category III the rapporteur was unwilling to accept the Council’s move to block some of the programmes on employment, such as ‘Employment and job creation’. Moreover, he rejected the drastic reductions imposed on other sectors, namely energy, education, the environment, health and consumer protection, and also called for greater support for Community media campaigns to promote monetary union, the IGC, the single market and citizens’ rights. Concerning category IV, the rapporteur noted that as far as Turkey was concerned there was a need to support those individual projects whose purpose was to strengthen civil society and human rights, until such time as there was a noticeable improvement in human rights and in the rule of law in that country. He also wanted to see greater priority given to funding measures for the reconstruction of the former Yugoslavia and stressed that it was important to continue the Phare, Tacis and MEDA programmes. Underlining the positive role that the financial perspectives had played hitherto, the President-in-Office of the Council ruled out any possibility of these being revised for the time being. As regards the legal basis for certain expenditures, he pointed out that the Irish Presidency would do everything possible to arrive at an agreement by 19 November, the date of the Budget Council meeting. He also believed that he could reach an interinstitutional agreement on the implementation of a mutual information campaign for the negotiation of international fisheries agreements. Commissioner Liikanen said that the 1997 budget had to be stringent if it was to help the Member States with their own efforts at budget restructuring. The Commissioner stated that existing regulations had to be applied in the context of the ‘zero growth’ budget that had been drawn up by the Council. Referring to the amendments of the Committee on Budgets relating to trans-European networks, research and development and the peace process in Northern Ireland, he recalled that his own institution had proposed a revision of the financial perspective for 1998 and 1999. Mr Liikanen regretted the negative attitude that the Ecofin Council had adopted towards this issue and said that he was now counting on cooperation between Parliament and the Council.

OBJECTIVE: presentation of the broad lines of the 1997 preliminary draft budget (Section III).
SUBSTANCE: the expenditure proposals contained in the preliminary draft budget total
ECU 89 996 million in commitment appropriations and ECU 84 445 m in payment appropriations.
These figures represent increases of 4% and 3.1% respectively on the 1996 budget, corresponding
roughly to the average increase in public spending expected in the Member States and demonstrate
the EU's determination to share in the effort being undertaken with a view to EMU.
The expenditure proposals, broken down by section, can be summarized as follows:
- Agricultural expenditure: the agricultural guideline for 1997 is ECU 41 805 m, an increase of some
ECU 1 000 m (+2.4%) over 1996. Requirements are up for certain chapters (arable crops, olive oil,
sheepmeat and clearance of accounts), but are partially offset by large decreases in other sectors
(milk, accompanying measures, wine, fruit and vegetables, processed agricultural products). It
should be noted that a total of ECU 873 m (ECU 368 m in the chapter and ECU 505 m in the
reserve) has been entered to deal with the effects of BSE.
- Structural operations: the commitment appropriations proposed for 1997 total ECU 31 477 m (a
sharp rise of 8.1% over 1996). The allocations proposed for the Structural Funds total
ECU 28 620 m, 9% of which is reserved for Community Initiatives. The allocation for the Cohesion
Fund is ECU 2738 m at 1997 prices.
- Internal policies: the total amount of appropriations is ECU 5 523 m, which represents an increase
of ECU 199 million (+3.73%) over 1996. The Commission will give priority to research
(ECU 3 450 m, i.e. +8.4%) and to the development of trans-European networks (ECU 526 m, i.e.
+28.3%). The following should also be noted:
increase in appropriations for information (ECU 43 m will be channelled into the PRINCE
information campaign), the roll-over of ECU 15 m for the European voluntary service pilot project
and the 8% increase in the allocation for the promotion of SMEs.
- External action: the expenditure proposals total ECU 5 528 m in commitment appropriations, i.e.
an increase of ECU 267 m (+5.1%) over 1996. Priority will be given to the major external
cooperation programmes such as aid for the economic restructuring of the CEECs (ECU 1 273 m),
the implementation of a Euro-Mediterranean partnership (ECU 1000 m), the Tacis programme (ECU
540.7 m) and cooperation programmes with Asian countries (ECU 428.5 m) and Latin American
countries (ECU 266.4 m). It should be noted that significant amounts are earmarked for the
programmes for the reconstruction of former Yugoslavia (ECU 1000 m). Finally, expenditure on the
CFSP will amount to ECU 50 m.
- Administrative expenditure: the ceiling for the heading rises by 3.8% from 1996 to 1997.
Finally, total revenue comes to ECU 84 445 m.

OBJECTIVE: presentation of the broad lines of the 1997 preliminary draft budget (other sections).
SUBSTANCE: since the estimates of revenue and expenditure of the other institutions are not yet
available, it is proposed to use an overall figure of ECU 1 448 m so that the total figure for operating
appropriations in the preliminary draft budget for 1997, at ECU 4 292.7 m, leaves a margin of ECU
59.3 m below the ceiling for heading 5 (administrative expenditure) of the financial perspective.
This overall figure was arrived at by applying a uniform increase of around 4.2% to the
appropriations, other than those intended to cover expenditure on property rentals or acquisitions,
entered in the 1996 budget; that increase is equivalent to the Commission's rate of increase for the
same type of appropriations. According to this hypothesis, appropriations for the rental and
acquisition of buildings thus amount to ECU 145 m for the other institutions.
Given that, for all the other institutions combined, expected property expenditure for 1996 was
particularly high, amounting to ECU 180 599 110, the basis for comparison is at a level which
produces a rate of increase of only 1.2%. If the provisional figures entered in the European
Parliament section (ECU 37.5 m) and the Court of Justice section (ECU 60 m) are excluded from
the 1996 appropriations, the rate of increase for the overall appropriations for the other institutions
comes to 8.5%.
