PURPOSE: to adjust the basic salaries of the Europol Staff.

LEGISLATIVE ACT: Council Decision 2006/C 311/03 adjusting the basic salaries and allowances of the Europol Staff.

CONTENT: this Decision, proposed by the Austrian delegation, aims to adjust the basic salaries and allowances of the Europol Staff to take into account the review of the remuneration of officials of Europol by the Management Board of this institution.

In the aforementioned review, the Management Board took account of the changes in the cost of living in the Netherlands, as well as of the changes in salaries in the public service in the Member States.

As a result of this review, it was decided that the remuneration of the Europol Staff would increase by 1.6% for the period between 1 July 2005 and 1 July 2006.

A table shows the exact amount of basic monthly salaries of Europol staff at all levels and grades of the European Civil Service.

Details

The committee adopted the report by Claude MORAES (PES, UK) rejecting - under the consultation procedure - the initiative by the Republic of Austria for the adoption of a Council decision adjusting the basic salaries and allowances applicable to Europol staff. Although the committee agreed with the need for Europol to amend and update the salaries of its staff in line with the cost of living, and therefore did not object to this, it pointed out that Europol is an intergovernmental institution funded by each EU Member State and Parliament does not therefore have any say in decisions on the Europol budget or administration. As Parliament had not been consulted on or informed of any of the operational and organisational measures concerning Europol, or the organisation's current and future activities, it was impossible for it to assess the relevance and adequacy of the proposed decision. MEPs stressed that the conversion of Europol into an EU agency was "urgently necessary" in order to improve transparency and supervision, and they criticised the Council for blocking progress in this regard and "failing to shoulder its responsibilities".

Details

PURPOSE: to adjust the basic salaries and allowances of the Europol Staff.

PROPOSED ACT: Council Decision.

CONTENT: based on an Austrian initiative, this draft Decision intends to adjust the basic salaries and allowances of the Europol staff in light of a review carried out by the Management Board. The Board took account of the changes in the cost of living in the Netherlands, as well as of the changes in salaries in the public service in the Member States.

That review justifies an increase of 1,6% of remuneration for the period between 01.07.2005 and the 01.07.2006.

A table is included showing the adjusted basic monthly salaries of all levels and grades of staff.

This Decision should be adopted unanimously.
