Details

PURPOSE: appointment of Mr GRETHEN as a member of the Court of Auditors.

LEGISLATIVE ACT: Council Decision 2008/41/EC, Euratom appointing seven members of the Court of Auditors.

CONTENT: The Council approves the appointment of Mr Henri GRETHEN (Luxembourg) as a member of the Court of Auditors (replacing Mr François COLLING).

His term of office will cover the period running from 1 January 2008 to 31 December 2013.

The European Parliament adopted the report by Inés AYALA SENDER (PES, ES) by 548 votes for, 30 against and 46 abstentions, and delivered a favourable opinion on the nomination of Henri GRETHEN (Luxembourg) as a Member of the Court of Auditors.

Details

The Committee on Budgetary Control adopted the report by Inés AYALA SENDER (PES, ES) delivering a favourable opinion, under the consultation procedure, on the nomination of Henri GRETHEN (Luxembourg) as a Member of the Court of Auditors.

It should be noted that the rapporteur regrets the lack of female representation in this type of position. The rapporteur recommends that a much closer cooperation between Parliament and Council (ECOFIN) on the nomination procedure of the Members of the Court of Auditors be established. The report also states that Parliament should receive information on the candidates proposed by each Member State in due time.

In a medium term perspective, Council and Parliament should agree on a more coherent and efficient nomination procedure. Parliament is at present only consulted on the names put forward by the Council.

PROPOSED ACT: Council Decision.

CONTENT: under Article 247, paragraph 3, of the EC Treaty and Article 160b of the EAEC, Members of the Court of Auditors are appointed by the Council, acting by a qualified majority after having consulted the European Parliament.

Given that the term of office of Mr François COLLING to the Court expires on 31 December 2007, the Luxembourg authorities have proposed that Mr Henri GRETHEN be his replacement.

As a consequence, this proposal aims to inform the European Parliament about the appointment of Mr Henri GRETHEN .
