PURPOSE: appointment of Mr SARMAS as member of the Court of Auditors.

LEGISLATIVE ACT: Council Decision 2008/41/EC, Euratom appointing seven members of the Court of Auditors.

CONTENT: The Council approves the appointment of Mr Ioannis SARMAS (Greece) as a member of the Court of Auditors (renewal of mandate).

His term of office will cover the period running from 1 January 2008 to 31 December 2013.

Details

The Committee on Budgetary Control adopted the report by Inés AYALA SENDER (PES, ES) delivering a favourable opinion, under the consultation procedure, on the nomination of Ioannis SARMAS (Greece) as a Member of the Court of Auditors.

It should be noted that the rapporteur regrets the lack of female representation in this type of position. The rapporteur recommends that a much closer cooperation between Parliament and Council (ECOFIN) on the nomination procedure of the Members of the Court of Auditors be established. The report also states that Parliament should receive information on the candidates proposed by each Member State in due time.

In a medium term perspective, Council and Parliament should agree on a more coherent and efficient nomination procedure. Parliament is at present only consulted on the names put forward by the Council.

PROPOSED ACT: Council Decision.

CONTENT: under Article 247, paragraph 3, of the EC Treaty and Article 160b of the EAEC, Members of the Court of Auditors are appointed by the Council, acting by a qualified majority after having consulted the European Parliament.

Given that the term of office of Mr Ioannis SARMAS to the Court expires on 31 December 2007, the Greek authorities have proposed for his term of office to be renewed.

As a consequence, this proposal aims to inform the European Parliament about the appointment of Mr Ioannis SARMAS .
