Details

The European Parliament adopted by 71 votes to 0, with 1 abstention, a resolution on the dialogue between the Chinese Government and Envoys of the Dalai Lama.

The text adopted in plenary had been tabled as a joint resolution by the EPP-ED, PES, ALDE, UEN, Greens/EFA and GUE/NGL groups.

The Parliament urges the Government of the People's Republic of China and His Holiness the Dalai Lama, notwithstanding their differences on certain substantive issues, to resume and continue their dialogue, without preconditions and in a forward-looking manner that allows for pragmatic solutions to be reached which respect the territorial integrity of China and fulfil the aspirations of the Tibetan people.

The Council, the Commission and Member States are called upon to actively support the strengthening of the dialogue and, in the absence of tangible results on substantive issues, assess what further role the European Union could play to facilitate a negotiated solution for Tibet, including through the appointment of an EU Special Representative for Tibet.

Moreover, the Commission is called upon to raise the question of Tibet and the resumption of talks between the two sides during the negotiations on the new EU-China Partnership and Cooperation Framework Agreement.
