The European Parliament adopted by 52 votes to 5, with 5 abstentions, a resolution on the situation in Madagascar.

The resolution was tabled by the EPP, S&D, ALDE, ECR and Greens/EFA groups.

It reiterates its strong condemnation of the process by which Mr Rajoelina seized power and is maintaining his illegal and illegitimate regime, and remains concerned about the current situation in Madagascar, noting that the persistent political instability which has prevailed since the coup d'état has placed Madagascar in a precarious position from the socioeconomic, humanitarian and human rights points of view. Members also condemn the many human rights violations and abuses by the current Malagasy security forces against their own population. They call for the dissolution of all political militia, the immediate release of all political prisoners, and a safe return of exiles and political leaders. They also want the independent investigation of human rights violations, the aim of which should be to bring the perpetrators to justice.

Parliament stresses that Mr Rajoelina's government is not recognised either by the EU or by any member country of the International Contact Group-Madagascar. It calls on the EU and the UN Security Council to continue to impose and extend sanctions on the regime until the political crisis is resolved and in particular to extend to all their member countries the visa bans instituted by the African Union. Members fully support the EU's appropriate measures – suspension of aid - taken on 7 June 2010 after the conclusion of the consultation procedure under Article 96 of the Cotonou Agreement. They urge the international community and the EU to increase humanitarian aid to the people of Madagascar, but recall that the gradual restoration of cooperation programmes with Madagascar is conditional on full respect for all democratic principles and fundamental freedoms.

Parliament urges the next SADC Summit on 11 June to definitively put an end to the political deadlock and aim to serve the interests of the Madagascan people. All parties involved under the terms of the accords which have been signed must respect their commitments. Members stress the urgent need for a return to constitutional order, which is a condition for the return to institutional normality in Madagascar, and urge a rapid move towards free, open and transparent elections which comply with democratic standards under the supervision of the international community.
