Details

PURPOSE: to approve the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

NON-LEGISLATIVE ACT: Council Decision (EU) 2015/1795 on the conclusion of the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

CONTENT: under this Decision, the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020) is hereby approved on behalf of the Union.

The Agreement was signed on behalf of the Union on 17 December 2014 in accordance with Council Decision (EU) 2015/209 , subject to its conclusion at a later date.

The Agreement has been published on 11.2.2015 together with the decision on signature.

Details

The European Parliament adopted by 620 votes to 57, with 21 abstentions, a legislative resolution on the draft Council decision on the conclusion of the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

Following the recommendation from the Committee on Industry, Research and Energy, Parliament gave its consent to the conclusion of the Agreement.

The Committee on Industry, Research and Energy adopted the report by Jerzy BUZEK (EPP, PL) on the draft Council decision on the conclusion of the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

The committee recommended the European Parliament to give its consent to the conclusion of the agreement.

Details

BACKGROUND: the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020) was signed on behalf of the Union on 17 December 2014, subject to its conclusion at a later date.

The Agreement should be now approved.

CONTENT: under this proposed Decision, the Council is requested to approve, on behalf of the European Union, the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

PURPOSE: to conclude the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

PROPOSED ACT: Council Decision.

ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act.

BACKGROUND: on 18 March 2014 the Council authorised the Commission to open negotiations, on behalf of the European Union, with the Faroe Islands on an Agreement between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation (2014-2020).

Negotiations were concluded and resulted in the attached draft agreement text.

It is now necessary to approve the Agreement on behalf of the European Union.

CONTENT: under this proposal, the Council is called upon to adopt a Decision aiming to approve the Agreement for scientific and technological cooperation between the European Union and the Faroe Islands associating the Faroe Islands to Horizon 2020 - the Framework Programme for Research and Innovation .

Main provisions : the Faroes shall participate as associated country, under the terms and conditions established by, or referred to, in this Agreement and its Annexes, to Horizon 2020 and by Council Decision 2013/743/EU, establishing the Specific Programme Implementing Horizon 2020.

In addition to the association of the Programme, cooperation may include:

regular discussions on the orientations and priorities for research policies and planning in the Faroes and the Union, discussions on cooperation prospects and development, timely provision of information concerning the implementation of programmes and research projects of the Faroes and of the Union, and concerning the results of work undertaken within the framework of this Agreement, joint meetings, visits and exchanges of research workers, engineers and technicians, regular and sustained contacts between programme managers or project managers of the Faroes and the Union, participation of experts in seminars, symposia and workshops.

Terms and conditions : the draft Agreement lays down the conditions for participation of the Faroes in indirect actions and in the activities of the Joint Research Centre of the European Commission under the same conditions as those applicable to legal entities of Member States of the Union. A series of conditions are laid down as regards the allocation of intellectual property rights and the rules governing the financial contribution of the faroes to Horizon 2020.

    The Agreement was signed on behalf of the Union on 17 December 2014 in accordance with Council Decision (EU) 2015/209, subject to its conclusion at a later date.

    • regular discussions on the orientations and priorities for research policies and planning in the Faroes and the Union,
    • discussions on cooperation prospects and development,
    • timely provision of information concerning the implementation of programmes and research projects of the Faroes and of the Union, and concerning the results of work undertaken within the framework of this Agreement,
    • joint meetings,
    • visits and exchanges of research workers, engineers and technicians,
    • regular and sustained contacts between programme managers or project managers of the Faroes and the Union,
    • participation of experts in seminars, symposia and workshops.

    Terms and conditions: the draft Agreement lays down the conditions for participation of the Faroes in indirect actions and in the activities of the Joint Research Centre of the European Commission under the same conditions as those applicable to legal entities of Member States of the Union.
