Events
PURPOSE: to conclude, on behalf of the Union and the Member States, the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, to take account of Croatia's accession to the European Union.
NON-LEGISLATIVE ACT: Council Decision (EU) 2019/301 on the conclusion, on behalf of the Union and of the Member States, of the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, to take account of the accession of the Republic of Croatia to the European Union.
CONTENT: the Council adopted a Decision on the approval, on behalf of the Union, of the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, to take account of Croatia's accession to the European Union.
The Protocol was signed on 6 February 2018, subject to its conclusion at a later date. Under the Protocol, Croatia is included in the Partnership and Cooperation Agreement.
As regards matters falling within the competence of the European Atomic Energy Community, the conclusion of the Protocol is subject to a separate procedure.
ENTRY INTO FORCE: 12.2.2019.
The European Parliament adopted by 620 votes to 48, with 27 abstentions, a legislative resolution on the draft Council decision on the conclusion, on behalf of the Union and of the Member States, of the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, to take account of the accession of the Republic of Croatia to the European Union.
Parliament gave its consent to the conclusion of the Protocol.
The Committee on Foreign Affairs adopted the recommendation by Cristian Dan PREDA (EPP, RO) on the draft Council decision on the conclusion, on behalf of the Union and of the Member States, of the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, to take account of the accession of the Republic of Croatia to the European Union.
The committee recommended that the European Parliament give its consent to the conclusion of the Protocol.

The Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and the Kyrgyz Republic, of the other part, was signed in Brussels on 9 February 1995 and entered into force on 1 July 1999.
The Council authorised the Commission to open negotiations with the third countries concerned in order to conclude the relevant protocols. Negotiations with the Kyrgyz Republic were successfully concluded by exchange of notes verbales .
The Protocol should now be approved on behalf of the Union and its Member States.
CONTENT: with this proposal, the Council is called upon to approve, on behalf of the European Union and its Member States, the Protocol to the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and Kyrgyz Republic , of the other part, to take account of Croatia’s accession to the European Union.
Under the proposed protocol, Croatia is incorporated into the Agreement as a contracting party and the Union undertakes to provide the authentic version of the Agreement in the Croatian language.
The European Parliament is called upon to give its consent to the Protocol.
