Recalls the body of Council of Europe recommendations and declarations, which have been agreed upon by all the EU Member States and which lay down European standards by guarding the credibility of public broadcasting with regard to freedom of expression and media pluralism and the independence, organisation, remit and funding of public service media, particularly in the information society;
