Points out that whilst a breakthrough has been made with the appointment of Gender advisers in ESDP operation, the main challenges are still the lack of a concrete EU gender policy – particularly a policy tailored to address security aspects, a lack of gender understanding and gender awareness and/or an unwillingness to consider its importance, and a lack of pre-deployment on gender;

Stresses that currently quotas are an indispensable means of ensuring gender equality in peace and security missions, in decision-making in national and international reconstruction processes, to guarantee women’s political presence at the negotiating table; calls for at least 40% of the people involved in the whole peace process to be women; this figure should apply to mediation, peace-keeping, peace-making, peace-building and conflict prevention, including information and observation tasks, and peace negotiation;
