Regrets that due to lengthy administrative procedures, complicated rules and heavy control mechanisms, the implementation of the ESF is slower than foreseen and that many potential beneficiaries are discouraged tofrom applying for funding; calls, therefore, on the Commission to simplify the procedures for applying for ESF funding;
