Believes that the most dangerous plastics, those that are the most disruptive to human health and the environment (such as micro- and oxo-biodegradable plastics) and those which contain heavy metals that can also make recycling processes more difficult, should be phased out of the market or banned outright, as soon as possible before 2020, starting as a priority in those territories that the EU Member States have declared to be protected areas and/or national parks; also believes that, as demanded by a majority of European citizens (and consumers), it is finally time to phase out or ban single-use, non- biodegradable and non-compostable plastic products, also before 2020, starting as a priority in those territories that the EU Member States have declared to be protected areas and/or national parks;

(2a) Article 2, paragraph 4 is replaced by the following: "4. Without prejudice to Article 7, Member States may, in exceptional cases, exempt a specific project in whole or in part from the provisions laid down in this Directive. In that event, the Member States shall: -a) consult the public concerned by ensuring that there is adequate representation of the social and economic categories that are present in the environment affected by the scheme; (a) consider whether another form of assessment would be appropriate; (b) make available to the public concerned the information obtained under other forms of assessment referred to in point (a), the information relating to the exemption decision and the reasons for granting it; (c) inform the Commission, prior to granting consent, of the reasons justifying the exemption granted, and provide it with the information made available, where applicable, to their own nationals. The Commission shall immediately forward the documents received to the other Member States. The Commission shall report annually to the European Parliament and to the Council on the application of this paragraph."
