1. Insists that due to its regional focus, strategic planning and effective implementation model , cohesion policy should remain the EU’s main instrument for reducing disparities and stimulating regional growth, ensure social, economic, environmental and territorial cohesion, stimulating regional sustainable growth, fight against climate change and poverty and continue to be a key contributor to supporting recovery from symmetric and asymmetric shocks; calls for a clear demarcation between cohesion policy and other instruments in order to avoid overlaps and competition between EU instruments; believes that there must be an increase in the overall cohesion budget and in the MFF’s share of the policy compared to the 2021-2027 programming period;

Strongly supports the implementation of the rule of law conditionality in all Members States; believes that cohesion policy must not contribute to misuse of EU funds and expects therefore that the Commission takes fully into consideration the aspects of the Rule of Law when negotiating cohesion policy partnership agreements and programmes; also believes that any suspensions of funding, which would affect local and regional authorities not responsible for the breaches of the rule of law by their national governments, should be opposed and the European Commission should identify areas where it can work directly with cities and regions to strengthen the rule of law in Europe so that final beneficiaries of the funds are not unfairly affected;
