Observes that the European Economic and Monetary Union lacks the fiscal or budgetary adjustment mechanism required in order to absorb asymmetric shocks, as the crisis has demonstrated that self-corrective market forces alone cannot be relied on to prevent Member States from becoming over- indebted;
