19a. Notes that data collection on child trafficking should be based on a common definition of this crime phenomenon. Some Member States consider child trafficking a separate form of exploitation and others include child victims with adults hindering the possibility of creating a comprehensive intelligence picture and of defining the best investigative responses at the EU level;
