Notes that the development of collaborative business models permits the optimisation of vehicle and infrastructure use, which while it contributes to meeting these objectives is not a sufficient solution in itself; notes that the growing exploitation of user-generated data could eventually result in the majority of the added value being created in the transport chain ending up in the hands of digital operators, which could have an adverse effect both on the fair distribution of profits and on participation in infrastructure investments and in other relevant costs, which mainly takes place in the "real world";
