2. WelcomeCondemns the work to provide the EU with autonomy in governmental satellite communications (GOVSATCOM), since these must be carried out via the Member States’ governmental network; calls on the Commission to makpropose, on the basis of beneficiaries’ needs and requirements, a cost-benefit evaluation of different solutions: a system relying on current capabilities with the possibility of integrating future capabilities or the creation of new capacities through a dedicated system; stresses that the final decision should take account ofrests with the Member States and must be taken solely in their interests of beneficiaries and in the interest of Europeand industry; considers that the Space Surveillance and Tracking (SST) framework could provide a governance model;

Notes the strategic importance of independent access to space and the need for dedicated EU action; calls on the Commission, in collaboration with the European Space Agency andfor committed Member States; calls on the Commission to abandon its plans to turn the European Space Agency into a subsidiary body and appeals to the Member States, to coordinate planned institutional needs, so that industry can anticipate demand, to support launch infrareject any moves to bring the ESA under the EU institutional umbrella and instead to preserve the ESA’s struicture and to promote R&D, particularly in breakthrough technologiesly intergovernmental character, which has been the key to its success since it was established;

Recognises the crucial nature of the relationship between the Union and the European Space Agency; Points out that advances in space have been made on an inter-state basis; convinced that the European Space Agency should play a significant role in the implementation of security and defence policy; invites the VP/HR to coordinate and advance the necessary initiatives and efforts to this endautions against EU interference in European Space Agency matters, since that might ultimately harm Member States' space capabilities;

Is convinced that the EU-US relationship in the field of security and defence policy should be further developed; considers that EU-US cooperation on future space-based capabilities and services for security and defence purposes would be mutually benefStresses that Member States have based their space programmes on a desire to be technologicial; notes the work undertaken towards the third US Offset Strategy; urges the Union to take this development into account when preparing its own Global Strategy on Foreign and Security Policy, and to include space-based capabilities for security and defence within the remit of that strly independent from other countries, including (and in particular) the United Stategys; invites the VP/HR to discuss with defence ministers the strategic approach to be taken, and to inform Parliament as that debate unfoldssists that the EU respect Member States' autonomous strategies for technological independence;

Recalls the need for stronger cooperation between the EU and NATO in the area of security and defence; is convinced that EU-NATO cooperation should cover the building of resilience by the two bodies and in conjunction with our neighbours, as well as defence investment; considers that cooperation on space-based capabilities and services offers prospects for improving compatibility and synergy between the two frameworks; is convinced that this would also strengthen NATO’s role in security and defence policy and in collective defencePoints out that NATO cannot guarantee European countries' security and is now a threat to collective European security; calls for the EU to acknowledge and respect the strategic independence of Member States;
