Underlines that smart specialisation strategies (S3s) support thematic concentration and strategic programming of the European Structural and Investment Funds (ESI Funds) and lead to increased performance orientation on the ground, thus contributing to the Europe 2020 objectives; emphasises that the aim of these strategies is to create knowledge- based and sustainable growth, not only in well-developed areas, but also in regions in transition as well as in less developed and rura and high- quality jobs in all regions;
