1. WelcomesVoices its scepticism about the launch of the European Fund for Strategic Investments, whose leverage effect has been substantially overstated, and urges the EIB to ensure the additionality of its financing operations over ongoing EU programmes and traditional EIB activities; is worried that many projects selected during the warehousing phase would have found access to financing under normal conditions and do not meet the additionality requirement; recalls that the EFSI guarantee was meant to enable the EIB to take more risks and to move away from its triple-A-rating mantra; warns that it will be extremely vigilant in monitoring compliance with this criterion;

6a. Urges the EIB to stop providing funds to people who might have made use of tax havens in order to increase their profits and to avoid tax, and to make its blacklist of tax havens more meaningful;
