Recognises that many livestock vessels should not have been approved as they are not fit to carry animals; calls on the Member States not to approve or renew the approval of livestock vessels that do not meet the requirements of Regulation 1/2005 and to require ship owners whose vessels are unsuitable to make the necessary changes to render them suitable for the transport of animals;

Urges the Commission, together with the Member States, to align sanction levels in the case of breaches, as these and to make them more stringent, instituting suspension of the carrier’s Community licence as the most serious penalty available, as penalties can be more than 10 times higher in some Member States than in others.
