Article 8 – paragraph 1
1. Whenever improved basic information is required for the compilation of harmonised indices, or when the need for improved comparability of indices is identified in the methods referred to in Article 4(2), the Commission (Eurostat) may launch pilot studies to be carried out on a voluntary basis by the Member States or may set up a consultative working group consisting of representatives from the scientific research institutes and non-governmental bodies concerned to make recommendations.
