A. whereas, under the Paris Agreement, which was ratified by the EU on 4 November 2016 and entered into force on the same date following its ratification by 1415 Parties, all actors committed to keeping the increase in global temperature to well below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5°C above pre- industrial levels;
