Highlights that transport infrastructures are the backbone of the single market and crucial to ensuring the four fundamental freedoms pertaining to persons, capital, goods and services and at the same time have an important contribution to make to economic growth and competitiveness; notes that accomplishing a single European transport area connected to neighbouring countries requires major transport infrastructure to be treated as a key priority for the EU’s competitiveness and for territorial, economic and social cohesion;

Stresses the importance of the different EU funds and highlights that actions in the field of security and migration should not only be covered by dedicated, yet limited, instruments, such as the Asylum, Migration and Integration Fund (AMIF) or the Internal Security Fund (ISF), but should also be included by design in more generic future instruments such as the European Social Fund (ESF), the Cohesion Fund or Security Union Fund (corresponding to the European Agenda on Security); recommends that all Justice and Home Affairs (JHA) agencies should have access to these funds to strengthen their operational capabilities; considers it necessary that all ESI Funds be continued post-2020, and stresses that certain funds, such as the ESF, should significantly addressaddress , in particular , the issue of programmes for combating radicalisation, marginalisation, hate crime and xenophobia;
