Stresses the importance of incorporating a lifecycle approach in work- life balance policies in order to ensure that everyone is supported at different times throughout their life and can actively participate in the labour market and in society as a whole; underlines that the evaluation of the effectiveness of the relevant policies and measures does not merely concern the issue of gender equality and women's access to employment, but also the need to enable parents to fulfil their responsibilities and to spend quality time with their children;
