1. Believes that the crisis enhanced the need for improvement inhas demonstrated the failure of EU economic governance as projected and that the Economic and Monetary Union (EMU) must be progressively completextensively reviewed and improved;

Considers that the establishment of a budgetary capacity within the eurozone is necessary to complete the EMU and that it is recommendable to create a budgetary capacity, albeit limited, under the current Treaty framework; would be detrimental to the harmonious development of the EU, given that it would confirm a significant gap between countries that have adopted the single currency and those that have kept their own currencies, leading to the emergence of a 'two-speed' Europe;
