L. whereas the 2020 review conference will take place in a particularly challenging international security context, owing to the lack of progress in the denuclearisation of the Korean Peninsula as well as, the US withdrawal from the Joint Comprehensive Plan of Action (JCPOA) with Iran and from the INF with Russia as well as the stalemate in negotiations for the extension of the START between Russia and the USA; whereas the current degree of disagreement and division between the 191 NPT nuclear-armed and non-armed state parties over the best approach to reducing and eliminating nuclear weapons will add a further challenge to the debate;
