3. Notes that the majority of external action spending is concentrated under the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-Global Europe) and Instrument for Pre-Accession Assistance (IPA III) and insists on supporting agreed priorities under those external financing instruments, including those decided during the NDICI-Global Europe high level geopolitical dialogue; calls for a more ambitious budget in the human rights components of the instrument, in order to address the increasing challenges to human rights in the world, which face unprecedented pressure further compounded by the COVID-19 crisis;
