1a. Reminds that the remoteness of the Outermost Regions has been recognised and taken into account as a general principle within EU law, thus justifying and enabling the set-up of a compensation scheme for additional costs for fishery and aquaculture products in the ORs;

7. Takes the view that the EMFF should be used to replace and modernise small fishing boats that land all their catches in ports in the ORs and contribute to the sustainable local development of fisheries in the outermost regions; stresses that in the absence of modernization during the 1970s and 1980s and additional detrimental climate effects, the current fleets are aging more rapidly than in other EU regions, often entailing a state of decay that it endangers safety of fishermen;

Notes with concern that the socio- economic consequences of this situation strongly affect the ORs already suffering high levels of unemployment (24.6% in Réunion, with a youth unemployment of 52.4%) and that the low level of investments into the fishing fleets prevent efforts towards increasing levels of employment, attractiveness, skills and education of (potential) fishermen;

Stresses that modernisation of the fleets is pivotal for the diversification of fishing areas (off coastal areas), for the increase of energy efficiency of engines, for the ability to meet requirements of certain EU requirements, (such as safety standards) and for the improvement of the quality of fish (as far as freezing on board would become feasible);

8b. Calls on the Commission to take greater account of the strategic location of the ORs, and the role they can play in ensuring that seas, oceans and coastal areas are used in a sustainable way, as well as in global maritime governance and the development of a knowledge economy based on the sea;
