The European Parliament adopted by 428 votes to 64, with 118 abstentions, a resolution on the management of the fishing fleets in the Outermost Regions (ORs).
As a reminder, the outermost regions include nine EU regions, which are part of France (Guadeloupe, French Guiana, Réunion, Martinique, Mayotte and Saint-Martin), Portugal (Madeira and Azores) and Spain (Canary Islands).
Specificities of the ORs : Members considered that the Common Fisheries Policy (CFP) and the European Maritime and Fisheries Fund (EMFF), designed to tackle the problems and challenges of continental Europe, can only provide a limited response to the specific characteristics of fisheries in the ORs. They called, therefore, for the development of a strategy for each regional sea basin tailored to the specific situation of each of the outermost regions.
Stressing the presence in the ORs of a wide variety of small communities that are highly dependent on traditional, coastal and small-scale fishing , the resolution called for the need to:
involve local fisheries in achieving food security for local communities; protect marine biological resources around the ORs: only fishing vessels registered in OR ports should be allowed to fish in OR waters; strengthen support for relevant scientific research projects given that the OR seabed is a veritable living laboratory of biodiversity; maintain the balance between fishing capacity and opportunities in accordance with the precautionary principle and taking into account socio-economic realities.
Members observed the difficulty, or even impossibility, for certain fishermen in the ORs to access credit and/or insurance for their vessels, causing safety problems and economic constraints for these fishermen.
Making better use of possibilities provided under Article 349 of the Treaty and the CFP : Article 349 of the Treaty on the Functioning of the European Union comprises the specific features of ORs. These include remoteness, insularity, small size, difficult topography and climate, and economic dependence on a few products.
Members called for the full application of Article 349 TFEU in the European Union's policies, regulations, funds and programmes relating to fisheries, particularly in the EMFF, in order to respond to the specific difficulties encountered by the ORs.
Parliament recommended, inter alia :
setting up a separate Advisory Council for the ORs; better use of the possibilities provided for in the EMFF to support this kind of local development in the ORs; establishing fisheries local action groups (FLAGs), which are recognised to be an important channel for support and for opportunities to diversify fishing activities; stepping up the fight against illegal, unreported and unregulated (IUU) fishing undertaken in the EEZ of certain ORs; speeding up the implementation of the EMFF and to use the opportunities it provides to invest heavily in fleet modernisation – improvements to safety, on-board hygiene, energy efficiency and quality of fishery products – as well as in fishing ports, landing sites and aquaculture, in order to generate new market outlets; paying particular attention to the interests of ORs when fisheries agreements are concluded with third countries; continue with specific aid schemes such as special taxation models; improving data collection on stocks and the assessment of the impact of small-scale vessels in the ORs; allowing the funding (at EU or national level) of the ORs’ artisanal and traditional fishing vessels with a view to developing economic opportunities for all players in the blue economy; that the aid intensity for engine replacement in the ORs should be increased where scientific evidence indicates that climate conditions and climate change have a decisive negative impact on the ORs’ fleets; creating better incentives under a future EMFF to encourage young people to work in the maritime economy.
The Commission is invited to look into the possibility of establishing an instrument specifically dedicated to supporting fisheries in the ORs, along the lines of the POSEI scheme for agriculture in the ORs.
The Committee on Fisheries adopted an own-initiative report by Ulrike RODUST (S&D, DE) on the management of the fishing fleets in the Outermost Regions (ORs).

Amendment 10 #
Draft opinion Paragraph 2 2. Stresses that fisheries are crucial for the optimal development of the potential of the ORs and are an important sector which creates large numbers of jobs; calls for everything possible to be done to strengthen the fisheries sector as a pillar for local development in these regions, in particular by supporting the creation and consolidation of fisheries in the ORs;
Amendment 11 #
Draft opinion Paragraph 2 a (new) 2a. Stresses the link between food security and establishing sustainable fisheries in the ORs; insists, in this context, on the need to involve local fisheries in achieving food security for local communities, as food security in the ORs is currently too dependent on imports;

Amendment 27 #
Draft opinion Paragraph 7 7. Takes the view that the EMFF should be used to replace and modernise small fishing boats that land all their catches in ports in the ORs and contribute to the sustainable local development of fisheries in the outermost regions; acknowledges that the EMFF currently offers some flexibility through higher intensities of public aid, a compensation regime for offsetting specific costs and a derogation which allows financing for anchored fish aggregating devices; calls on the Commission to further consider increasing the maximum possible aid intensities for the replacement of fleet engines, provided that taking this course of action is the choice of Member States;
Amendment 28 #
Draft opinion Paragraph 7 7. Takes the view that the EMFF should be used to replace and modernise small fishing boats that land all their catches in ports in the ORs and contribute to the sustainable local development of fisheries in the outermost regions; stresses that in the absence of modernization during the 1970s and 1980s and additional detrimental climate effects, the current fleets are aging more rapidly than in other EU regions, often entailing a state of decay that it endangers safety of fishermen;

Amendment 3 #
Draft opinion Paragraph 1 a (new) 1a. Reminds that the remoteness of the Outermost Regions has been recognised and taken into account as a general principle within EU law, thus justifying and enabling the set-up of a compensation scheme for additional costs for fishery and aquaculture products in the ORs;
Amendment 30 #
Draft opinion Paragraph 7 7. Takes the view that the EMFF should be used to replace and modernise small fishing boats that land all their catches in ports in the ORs and contribute to the sustainable local development of fisheries in the outermost regions, supporting the labour market derived therefrom;
Amendment 31 #
Draft opinion Paragraph 7 7. Takes the view that the EMFF should be used to replace and modernise small fishing boats that land all their catches in ports in the ORs and contribute to the sustainable local development of fisheries in the outermost regions, and that, in building fishing vessels, materials should be so selected as take account of extreme humidity;

Amendment 33 #
Draft opinion Paragraph 7 a (new) 7a. Notes with concern that the socio- economic consequences of this situation strongly affect the ORs already suffering high levels of unemployment (24.6% in Réunion, with a youth unemployment of 52.4%) and that the low level of investments into the fishing fleets prevent efforts towards increasing levels of employment, attractiveness, skills and education of (potential) fishermen;
Amendment 34 #
Draft opinion Paragraph 7 a (new) 7a. Calls on the Commission to look into the possibility of establishing, in the next multiannual financial framework, a financial instrument specifically dedicated to supporting fisheries in the ORs, along the lines of the POSEI scheme for agriculture in the ORs;
Amendment 35 #
Draft opinion Paragraph 7 a (new) 7a. Calls for the creation of an instrument dedicated to fisheries in the ORs, as is the case in agriculture with the POSEI scheme, which would make it possible to properly exploit the exceptional fisheries potential of the ORs by providing specific support measures;
Amendment 36 #
Draft opinion Paragraph 7 a (new) 7a. Considers that the replacement and modernisation of fishing equipment and the transition to environmentally friendly vessels, boats and fishing gear must be carried out on an incentive basis, not by imposing additional regulatory burdens which would threaten the sustainability of fishery activities;
Amendment 37 #
Draft opinion Paragraph 8 8. Calls on the Commission and the Member States to single out and promote the use of relevant EU cohesion funds, in particular the ERDF and the ESF, in order to boost investment in the infrastructures required for the development of local fisheries in the outermost regions; encourages, in particular, investment in projects that make fisheries jobs more attractive, projects that attract more young people and innovative projects that make fisheries more sustainable, promote selective fishing methods and help to develop environmentally responsible fisheries

Amendment 44 #
Draft opinion Paragraph 8 b (new) 8b. Calls on the Commission to take greater account of the strategic location of the ORs, and the role they can play in ensuring that seas, oceans and coastal areas are used in a sustainable way, as well as in global maritime governance and the development of a knowledge economy based on the sea;
Amendment 45 #
Draft opinion Paragraph 9 9. Deplores the lack of consistency between European fisheries policies and points out that EU action in third countries could seriously hinder the development of the sector in the outermost regions; calls on the Commission to ensure that local stakeholders are at the heart of the decision making process when it comes to fishing fleets in the ORs, particularly through the use of community led local development; believes in the importance of ensuring that fishermen in the ORs have access to information which explains how they can make use of the existing support that the EU provides;
Amendment 46 #
Draft opinion Paragraph 9 9. Deplores the lack of consistency between European fisheries policies and points out that EU action in third countries could seriously hinder the development of the sector in the outermost regions; calls, therefore, for more consideration to be given to the interests of ORs when fisheries agreements are concluded with third countries, including by laying down obligations to land catches in the ORs or to employ personnel from the ORs on vessels;

Amendment 49 #
Draft opinion Paragraph 9 a (new) 9a. Recommends taking into account the impact of the financial crisis and its serious economic repercussions, particularly in Portugal and Spain, which hamper the full exploitation of the specific scheme for the modernisation of their fleets (Regulation (EC) No 639/2004);
Amendment 5 #

Amendment 53 #
Draft opinion Paragraph 9 b (new) 9b. Calls on the Commission to better coordinate its trade policy with the other sectoral policies of the Union, in particular the CFP, to take account in negotiations of the interests and development problems of the outermost regions and to systematically and preventively assess the impact on the ORs and OCTs of trade agreements and fisheries partnership agreements which it negotiates with third countries;
Amendment 54 #
Draft opinion Paragraph 10 10. Points out that the ORs are dependent on the fish stocks in their EEZs,
Amendment 55 #
Draft opinion Paragraph 10 10. Points out that the ORs are dependent on the fish stocks in their EEZs, which are biologically highly vulnerable, and takes the view, therefore, that sensitive OR zones need to be properly and effectively protected, in particular by granting exclusive access to local fleets which use sustainable, environment- friendly fishing equipment;
Amendment 56 #
Draft opinion Paragraph 10 a (new) 10a. Regrets that the Commission failed to publish an implementation report on Regulation (EC) 639/2004 by the 30 June 2012 deadline; believes that this represents a lost opportunity, as this publication would have been a crucial source of insight for possible future derogations of the CFP’s entry-exit management scheme which could assist the development of fishing fleets in the ORs; demands that the Commission give further information about why the decision to not publish this report was taken;
Amendment 57 #
Draft opinion Paragraph 10 a (new) 10a. Recalls that an aging fleet, comprising many vessels that are virtually obsolete, particularly the small vessels of the Canary Islands and Madeira (which on average are more than 40 years old), entails safety risks, is less efficient and affords less attractive working conditions than modern vessels.

Amendment 105 #
Motion for a resolution Paragraph 16 a (new) 16a. Notes that modernisation, and the development of the traditional or small- scale fishing fleet - including that which fishes for shrimps - in the ORs with the aid of public funding (European or national) is necessary, particularly because of the accelerated ageing of their vessels, which gives rise to problems with safety, compliance with European hygiene standards and efficiency, and the unsuitability of the fleet to reach the available resources or to combat IUU fishing; stresses furthermore that such restructuring will help to diversify fishing in the ORs, to improve its quality, to introduce innovation into its fishing activities and to increase efficiency; calls on the Commission therefore to eliminate all obstacles without delay in order to authorise public financing of the gradual renewal of small-scale or traditional fishing fleets - including those fishing for shrimps - of vessels which land their catches in ports in the ORs and which contribute to local, sustainable development of the fishing industry without damaging the sustainability of resources;
Amendment 106 #
Motion for a resolution Paragraph 16 a (new) 16 a. Considers that in cases where capacity reduction is necessary under Article 22 of Regulation 1380/2013, preference should be given to keeping vessels according to the criteria specified in Article 17 of the same regulation.

Motion for a resolution Paragraph 1 a (new) 1a. Points out that the common fisheries policy and the European Maritime and Fisheries Fund (EMFF), designed to tackle the problems and challenges of continental Europe, can only provide a limited response to the specific characteristics of fisheries in the ORs, that they cannot be uniformly applied to the challenges and specific characteristics of fisheries in the ORs and that they must be allowed a degree of flexibility and pragmatism or be subject to derogations; calls also for the development of a strategy for each regional sea basin tailored to the specific situation of each of the outermost regions;
Amendment 43 #
Motion for a resolution Paragraph 1 a (new) 1a. Maintains that over and above the direct socio-economic impact, the fisheries sector in the ORs is central to the sustainability and viability of a whole range of activities dependent on, and complementary to, fishing (e.g. shipbuilding and ship-repair, fishing gear and equipment, the canning industry, and processing and marketing of fish), whose services and products likewise contribute to the development and vitality of the ORs, as well as to employment in those regions;
Amendment 44 #

Amendment 50 #
Motion for a resolution Paragraph 2 a (new) 2 a. The OR seabed is a veritable living laboratory of biodiversity; stresses the importance of research and data collection in order to improve knowledge of the ocean; stresses the potential of the OR to serve as veritable scientific portals in their respective environments and calls on the respective Member-States and the Commission to strengthen the support on relevant scientific research projects;
Amendment 51 #
Motion for a resolution Paragraph 2 a (new) 2a. Recalls that fishery resources in the ORs are highly vulnerable to the extreme harm caused by fleets known to infringe CFP rules, and this warrants tighter control and surveillance measures in these regions, which rely heavily on fishing;
Amendment 52 #
Motion for a resolution Paragraph 3 3.
Amendment 53 #
Motion for a resolution Paragraph 3 3. Is of the opinion that the precautionary principle should prevail as long as the balance between fishing capacity and opportunities is not evident; considers, nevertheless, that this cannot justify disinvestment in collecting data and improving scientific knowledge on marine ecosystems; calls for the distribution of quotas for some species to be revised (an increase in the bluefin tuna quota for the Azores, for example) and for the opening-up of catch opportunities for others (such as kitefin shark, for example), on the basis of scientific studies and the strengthening of technical and material capacity in relation to ecosystem assessment;
Amendment 54 #
Motion for a resolution Paragraph 3 3. Is of the opinion that the precautionary principle should prevail as long as the balance between fishing capacity and opportunities is not evident, but stresses that this objective requires stepping up the collection of data on fishing activities/operations and on target species for which little information is available ('data poor stocks');

Amendment 57 #
Motion for a resolution Paragraph 4 a (new) 4a. Notes that, given the specific climatic difficulties of the ORs, fishermen in these regions have to cope with their vessels ageing more quickly, causing safety and efficiency problems and making the working conditions less attractive than on modern vessels;
Amendment 58 #
Motion for a resolution Paragraph 5 5. Stresses the fact that in its 2016 report, the Scientific, Technical and Economic Committee for Fisheries (STECF)8 could not assess the balance between fishing capacity and opportunities for all fleets operating in the ORs as a result of insufficient biological data; calls for more funds to be allocated, under the EMFF and others, for the acquisition of technical resources for ecosystem assessment by scientific institutes and universities; _________________ 8 Reports of the (STECF) - Assessment of balance indicators for key fleet segments and review of national reports on Member States efforts to achieve balance between fleet capacity and fishing opportunities (STECF-16-18)
Amendment 59 #
Motion for a resolution Paragraph 5 5. Stresses the fact that in its 2016 report, the Scientific, Technical and Economic Committee for Fisheries (STECF)8 could not assess the balance between fishing capacity and opportunities for all fleets operating in the ORs as a result of insufficient biological data; considers, in this regard, that it is vital for reliable data on the state of resources and practices in these overseas EEZs to be available and accessible; _________________ 8 Reports of the (STECF) - Assessment of balance indicators for key fleet segments and review of national reports on Member States efforts to achieve balance between fleet capacity and fishing opportunities (STECF-16-18).
Amendment 6 #
Motion for a resolution Citation 28 b (new) - having regard to the study commissioned by the Committee on Fisheries on fisheries in Madeira (Directorate-General for Internal Policies, Policy Department B, Structural and Cohesion Policies, Fisheries: IP/B/PECH/NT/2008-08; PE 408.947; October 2008),
Amendment 60 #
Motion for a resolution Paragraph 5 5. Stresses the fact that in its 2016 report, the Scientific, Technical and Economic Committee for Fisheries (STECF)8 could not assess the balance between fishing capacity and opportunities for all fleets operating in the ORs as a result of insufficient biological data, which underlines the need to allocate more support for data collection; _________________ 8 Reports of the (STECF) - Assessment of balance indicators for key fleet segments and review of national reports on Member States efforts to achieve balance between fleet capacity and fishing opportunities (STECF-16-18)
Amendment 61 #

Amendment 62 #
Motion for a resolution Paragraph 6 6. Regrets the delay in the approval of EMFF Operational Programmes and consequently the late implementation of supportive EMFF provisions, which has resulted in delays in implementing projects and serious financial difficulties for some fishing sector undertakings in the ORs; highlights the need to simplify these rules, the complexity of which is hindering access to funding for some fishing sector operators in the ORs;
Amendment 63 #

Welcomes the specific provisions for the ORs in the EMFF, such as the compensation for additional costs – which is higher than in the previous programming period but still not enough for some ORs – and the maximum public aid intensity, which is higher than for other regions;
Amendment 71 #
Motion for a resolution Paragraph 7 a (new) 7a. Takes the view that the criteria for projects to be eligible for the EMFF are limiting in this context; stresses that the sector's competitiveness is linked to a more comprehensive upgrading of the fleet than the replacement of engines, which must involve changes in the size of vessels (enabling them to stay at sea for longer periods) and improvements to safety, hygiene and health conditions on board;
Amendment 72 #
Motion for a resolution Paragraph 8 8. Observes the difficulties or even impossibility for certain fishermen in the ORs to access credit and/or insurance for their vessels, causing safety problems and economic constraints for these fishermen;
Amendment 73 #
Motion for a resolution Paragraph 8 8. Observes the difficulties or even impossibility for certain fishermen in the ORs to access credit and/or insurance for their vessels, factors which contribute to the increased instability and risk associated with engaging in fishing activity;
Amendment 74 #
Motion for a resolution Paragraph 8 a (new) 8a. Points out that in the ORs small boats make up a large majority of registered vessels; stresses that in some ORs, small vessels are more than 40 years old, which poses real safety problems,

Amendment 79 #
Motion for a resolution Paragraph 10 10. Considers that a separate Advisory Council for the ORs, as provided for in the CFP, is a suitable platform for an essential exchange of knowledge and experience, and therefore regrets that the Advisory Council for the OR has still not been set up, since it could be an excellent partner in the unwavering defence of the legitimate interests of the fishing sector in the ORs;
Amendment 8 #
Motion for a resolution Citation 28 d (new) - having regard to the study commissioned by the Committee on Fisheries on pelagic fisheries and the canning industry in the outermost regions (Directorate-General for Internal Policies, Policy Department B, Structural and Cohesion Policies, Fisheries: IP/B/PECH/IC/2014-083; PE 563.378; June 2015),

Amendment 95 #
Motion for a resolution Paragraph 15 15. Encourages therefore the Commission to promote negotiations with neighbouring countries of the ORs with which Sustainable Fisheries Partnership Agreements (SFPAs) have not yet been signed; notes that this could help counteract unfair competition; stresses that these agreements must not be taken as an excuse to refuse to modernise the fleets of the ORs;
Amendment 96 #
Motion for a resolution Paragraph 15 a (new) 15 a. Calls on all parties involved to speed up implementation of the EMFF and use the opportunities it provides to invest heavily in fleet modernisation - improvements to safety, onboard hygiene, energy efficiency and quality of fishery products - as well as in fishing ports, landing sites and aquaculture, in order to generate new market outlets; also calls for the compensation regime for additional costs to be applied in order to make the sector more viable;
