Underlines the need to strengthen independent media, especially in the EU neighbourhood, inter alia through support for journalists and the development of capacity-building programmes for media actors, fosteringthe objectivity, impartiality and independence of the media within the European Union and promote these principles also in connection with the EU's external action, through support for journalists and the development of capacity-building programmes for media actors, fostering a consistent and truthful representation of the EU's external action internationally and of the economic and social situation and the ability of citizens to enjoy fundamental rights in the EU; notes in this regard the function of information-exchange partnerships and networks, such as content- sharing platforms, media-related research, training opportunities for journalists and placements with EU-based media to facilitate exchanges of best practices;

Is dismayed at the major problems relating to the independence and freedom of the media in certain EU Member States, as reported by international organisations such as Reporters Without Borders; calls on the EU and the Member States to take appropriate measures to improve the existing situation in the media sector, with a view to ensuring also that EU external action in support of the freedom, impartiality and independence of the media is credible;

4a. Is firmly convinced that, in order to promote the principles referred to in Article 21 TEU in a consistent manner, the European Union's external action, as regards the use of the media, should avoid any kind of propaganda and should strongly condemn any violation of human rights, any expression of inhuman or degrading treatment and any acts and decisions that result in the reduction or denial of social and economic rights and prevent citizens from living a free and dignified life;
