14. Acknowledges that by supporting public investment and deploying EU investments flexibly, through the reprogramming of funds or by raising the cofinancing rate, regional policy mitigated the impact of the financial crisis and of sustained fiscal consolidation in several Member States; reiterates nevertheless that cohesion policy should be seen primarily as a catalyst to attract additional public and private funding, and that measures resulting in a reduction in the national cofinancing quotas required for receiving funding for operational programmes financed by the Structural Funds should be duly justified and only envisaged on an exceptional basiexamined from the perspective of their effectiveness;
